Ho avuto lo stesso problema (e molti altri) nel far funzionare il tema alba della terra dal 2011 con Ubuntu 16.04.
Cambia i nomi dei percorsi da <16.04 a 16.04
Il file /usr/share/plymouth/themes/default.plymouthaveva vecchi percorsi da Ubuntu 14.04 e doveva cambiare per riflettere Ubuntu 16.04.
Assicurati che il tuo contenga nomi di percorso come questo:

Transizione regolare a GDM
Per consentire una transizione graduale, è necessario disabilitare l'unità di gestione display, ad es
systemctl disable gdm.service
Abilitare la rispettiva unità DM-plymouth (GDM, LXDM, unità SLiM fornite), ad es
systemctl enable gdm-plymouth.service
Attiva il debug
Modifica il file /etc/default/grube cerca la riga LINUX_DEFAULT:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash vt.handoff=7 kaslr"
e cambiarlo in questo:
GRUB_CMDLINE_LINUX_DEFAULT="plymouth:debug splash vt.handoff=7 kaslr"
Nota plymouth:debugè la cosa importante. Inoltre splashè sempre richiesto di invocare Plymouth.
Dopo il riavvio, cerca nel file /var/log/plymouth-debug.loge dovrebbe apparire come questo:
